Positive conflict of jurisdiction between an arbitral tribunal established at the ICC and the federal court of the 5th Court Division of the judicial district of the state of Rio de Janeiro. Concession contract between ANP and Petrobrás amended by an ANP Resolution (RD 69/2014), including with respect to the arbitration clause. Request for institution of arbitration before the ICC by Petrobrás seeking a declaration of nullity of the Resolution, with the concomitant filing of a judicial emergency relief action with a request for a preliminary injunction to immediately suspend the effects of the Resolution, which injunction was denied. Annulment action of the arbitration proceedings filed by ANP, followed by emergency relief actions filed by ANP and by the State of Espírito Santo, which were granted so as to order, by way of preliminary injunction, the interruption of the arbitration. Grant of emergency relief by the Superior Court of Justice (STJ) to provisionally confer jurisdiction upon the ICC arbitral tribunal and to order the interruption of all judicial and administrative proceedings until the final adjudication of the conflict of jurisdiction:
