Conflict of jurisdiction between a state court and an arbitral tribunal. Claim for damages filed against the Federal Government for the devaluation of Petrobras shares in connection with the Lava Jato operation. Notwithstanding the objective arbitrability of corporate disputes and disputes involving public administration, the conflict transcends the limits of the arbitration clause contained in Petrobras's bylaws, which does not bind the Federal Government (objective arbitrability). Absence, likewise, of subjective arbitrability, due to the lack of legislative authorization for the arbitration clause to extend to the Federal Government in such dispute.
