Expropriation. Interpretation of Article 10-B of Decree 3.365/1941, as amended by Law 13.967/2019. Upon the private party's rejection of the amount offered by the public administration, the option for arbitration or mediation is not exclusive to the private party, being available only if there is consensus with the public administration.
