Prejudgment attachment of assets. Urgent provisional relief may be granted in proceedings for the ratification of a foreign judgment. A foreign judgment, even if pending ratification, constitutes documentary evidence of a liquid and certain debt (Article 814 of the Code of Civil Procedure):
